History of Urban Planning in China
The Third National City Work Conference was held by the State Council. Subsequently, the CPC Central Committee promulgated the "Opinions on Strengthening City Construction", which required every city to compile or revise the master plan.
The National Urban Planning Work Conference was held which restored the position of urban planning.
The Ministry of Urban and Rural Construction and Environment Protection was established. The City Planning Administration directly under the supervision of the Ministry was the national authority responsible for the urban planning, which was reorganized from former State Administration for City Construction.
The promulgation and implementation of the City Planning Ordinance marked the establishment of Chinese city planning system. In July, the City Planning Bureau was adjusted to under the supervision of both the Ministry of Urban and Rural Construction and Environment Protection and the State Planning Committee. Provinces, autonomous regions, municipalities and most cites established construction administrations/commissions or planning bureaus in charge of urban planning.
The City Planning Act was promulgated which was the first law of city planning in China.
The Implementing Rules of the Urban Planning Compiling Regulations stipulated the contents and requirements of detailed planning.
The Urban Planning Compiling Regulations was revised, which stressed that "the city planning is an important policy to control the spatial resources, guide the city development, and protect the social equity and public interests." It set the tone of the attribute of city planning as a public policy.
The Urban and Rural Planning Act replaced the City Planning Act. From then on, the basic law system including Urban and Rural Planning Act, Historical and Cultural Cities, Towns and Villages Protection Ordinance, Scenic Spots Ordinance, Administrative Ordinance on Villages and Towns Planning and Construction were initially established.
