At the 18th China Urban Planning Discipline Development Forum held on October 30th, the Executive Vice President and Secretary General of Urban Planning Society of China Shi Nan delivered a speech on behalf of the Society,and presided over the award ceremony of "Selection of Excellent Papers on Urban Planning in China by Jin Jingchang in 2021". First of all, on behalf of Urban Planning Society of China, I would like to warmly congratulate the 18th China Urban Planning Discipline Development Forum.

China Urban Planning Discipline Development Forum is an academic activity with important influence in the whole country, especially in the Yangtze River Delta region. Urban Planning Society of China, including its secondary committees, supported Tongji University in organizing this forum. The Society is qualified to recommend national key academic activities. In addition to various conferences organized by the Society itself, we recommend discipline forums to the China Association for Science and Technology, which has been recognized by the China Association for Science and Technology and listed in the Guide to National Important Academic Conferences, and recommended to more than 90 million scientific and technological workers across the country. Here, on behalf of the Society, especially the Academic Working Committee of the Society, I would like to express my sincere thanks and warm welcome to all experts and all online friends.

Affected by the epidemic, Nowadays, many meetings have to be held online, This form lacks a sense of scene, Without local experience, Sensory and physical communication cannot be carried out, but the virtual conference room brought by network technology can allow more people, not only planning professionals, but also more non-professionals and friends who care about urban planning and discipline development to participate in this activity, which is undoubtedly a good thing for discipline construction and industry development. On the other hand, all the people attending today's meeting should be pure scientific and technological workers who love planning and care about the discipline construction of planning.

China is in a critical period of deepening reform, transformation and development, and the land spatial planning and the "14th Five-Year Plan" are in full swing. Planning itself studies the relationship between elements, looks forward to and deploys the future, and emphasizes comprehensive coordination and pluralism. However, people who make plans are prone to have a problem. They always like to emphasize that their own plans are the most important, so they are always master plan and comprehensive plan. It seems that with this master, comprehensive or integrated, all problems can be solved without others. This is actually an unrealistic technical ideal, which does not conform to the law of scientific development.

From the perspective of strengthening management, we emphasize the uniqueness of statutory planning, because it involves the use of public resources, the distribution of social resources and the high efficiency of administrative efficiency. Even so, it is not uncommon for different fields and forms of planning in ancient and modern China and foreign countries. Personally, I think it is a very important concept to strengthen the status of statutory planning, but what is more important is the mutual connection and coordination between different plans, so as to avoid wrangling and even mutual constraints. Therefore, it is more valuable to integrate Lian Heng and integrate development among plans. Of course, what is easier said than done, and what can really achieve coordinated development, I think, should be at the discipline level. Moreover, from the academic and technical point of view, we should encourage innovation and support the continuous emergence of new technologies, new methods, new ideas, new forms and even new plans. After all, accelerating the realization of high-level scientific and technological self-reliance and building a world power in science and technology is a major event repeatedly emphasized by General Secretary Xi Jinping, and it is a real country.

Recently, there is a very lively concept called meta-universe. With the development of technology, everyone lives in both real and virtual worlds, and VR technology, blockchain technology and 5G communication related to it have become important technical fields for countries to compete. I sometimes wonder, what is the most important thing in planning in today's technological environment? In addition to the value system, we should follow the values of ecological civilization. The most important thing is academic research, technical exploration and theoretical construction.

For example, for the evaluation techniques and methods of people's needs after a comprehensive well-off society, because the people have not only pursued the possession of material space, but no longer stayed on the concept of industrial civilization such as per capita square meters. They need to share, share and socialize, and need to break the dimension wall;

Another example is the theory, technology and method of resource value. Because people are no longer satisfied with food adequacy and food security, statistics such as per capita investment and per capita GDP output are difficult to realize people's satisfaction, and the concept of land and space evaluation in the period of agricultural civilization and industrial civilization is not comprehensive enough. People need the realization of emotion and their own value, and need empathy;

For example, the planning techniques and methods of interest coordination and overall planning, Because more and more people are aware of the interest mechanism behind planning decision-making, More and more people are defending their rights and interests in various forms. Traditional planning thinking and management methods are difficult to coordinate various contradictions that are increasingly diverse. Modernization of governance is an inevitable choice in contemporary China. People need to participate and have a sense of home of "my place is my master".

Therefore, discipline development is very important. At the same time, I also appeal here, From the perspective of planning discipline development, Instead of lamenting the so-called "hollowing out of disciplines" caused by the influx of related disciplines and flooding the planning core knowledge system, or enviing the extensive knowledge of other disciplines and becoming prominent, it is better to sink your heart and study your own core scientific problems in a down-to-earth manner. The philosophical topic of the end of the universe is still left to Einstein and Li Xueqin. It's better to retreat and form a net, keep upright and innovate, and strengthen the foundation and cultivate the yuan, so as to be stable and far-reaching.
