Recently, the Ministry of Commerce, the Ministry of Housing and Urban-Rural Development and other 12 departments jointly issued the "Opinions on Promoting the Construction of Urban Quarter-Hour Convenient Living Circle" (hereinafter referred to as the Opinions), intended to carry out nationwide pilot construction of 15-minutes daily life circle in cities.
The Opinions guide standardized operation and other aspects of clear tasks mainly from the aspects including the scientific optimization of the layout, the making up for the shortcomings of the facilities, rich commercial business, growing market players, innovative service capacity, etc.
To ensure the implementation of the tasks, the Opinions require to strengthen the organizational leadership, strengthen the policy protection, optimize the business environment, concretize the work foundation and other policy measures, emphasize the implementation of existing integrated policies, promote the deepening of commercial system reform, reduce operating costs, increase financial support, regulate community group purchase, and strive to build a number of reasonable layout, complete business, functional, intelligent and convenient, standardized and orderly, quality service, the business and residential harmony of the people's living circle.
In term of the next step, the 12 departments will guide the construction of 15-minutes daily life circle in cities in batches around the pilot, explore and promote the experience in policy innovation, system innovation, management innovation, model innovation, etc., gradually expand the coverage of the convenience living circle, promote the construction of the convenience living circle, create a convenient service chain, enhance people's well-being, and effectively enhance the people's sense of access, happiness and security.
