2019 Annual National Planning Conference （ANPC） in China: "Vigorous City and Countryside, Beautiful Human Settlements"

Background:

In 2019, The People's Republic of China grandiosely celebrate its 70th birthday. For more than 40 years, planning has played an extremely important role during China's remarkable urbanisation process, which has greatly promoted the development of this country as well as the world.

This year, ANPC’s theme is Vigorous City and Countryside, Beautiful Human Settlements, aiming at exploring and discussing how to better serve building a socialist modernized powerful country in an all-round way, how to meet the people's increasing yearnings for a better life and to create vigorous urban and rural human settlements through planning, how to better build an ecological civilization with coordinated and integrated urban and rural areas, how to give full play to the leading role of planning in urban and rural construction and development during the process of building a modernized national governance system and increasing national governance capacity, and how to build on scientific and theoretical research to elevate the planning discipline in order to better assume the responsibilities to make spatial plans in the new era.

News briefing before ANPC

On October 15, Mr. Nan SHI, vice-president and executive Secretary-General of UPSC were invited by the vice-mayor of Chongqing Municipal Government to introduce 2019 ANPC to the press.

Mr. SHI mentioned that “ The 2019 ANPC will be held at the Chongqing International Expo Center from October 19 to 21.

A total of 4051 academic papers written by 8462 authors were received at this year's annual meeting. After strict anonymous examination by a team of experts from 26 second-level organizations of the Society, 227 outstanding papers will be read out at 22 special venues of the annual meeting. Another 312 papers are presented in the form of wall newspapers during the annual meeting, and another batch of papers are included in the annual paper collection.

As a major part of the meeting, on the first day of the plenary meeting, ANPC will invite ten speakers to give keynote speeches, including four academicians and authoritative experts from central ministries and commissions and state-level research institutions.

During ANPC, 1 keynote track, 33 academic tracks, 28 experts dialogues, 5 special sessions and 2 local sessions were arranged. Delegates can fully explore the opportunities of planning without limits during the meeting. After the meeting, they can pick a special field-investigation tour by themselves from the recommended guidebook of ANPC.

Opening remarks

On the opening ceremony of 2019 ANPC, both Ms Yan HUANG, the vice minister of the Ministry of Housing and Urban-Rural Development and Mr. Long ZHAO, the vice minister of the Ministry of Natural Resources were present and gave opening speeches on building beautiful human settlements and improve planning work

Mr. Anjun SUN, president of UPSC firstly warmly welcomed around 10000 planners from all over China to attend this year’s ANPC.

Mr. SUN mentioned that, “2019 ANPC closely follows the hottest and most difficult issues of planners’ current work, and displays the latest research results in the field of planning for not only Chinese planners but also international peers.

China is entering a new era of ecological civilization, in accordance with the requirements of General Secretary Xi Jinping's speech at the third session of Science and Technology, UPSC always strive to serve scientific and technological workers, serve innovation to drive development, serve to improve the scientific knowledge of the whole people, and serve the scientific decisions of the Communist Party and the government. Through ANPC leads the majority of planners as scientific and technological workers to actively innovate in science and technology, and promote the prosperity and development of planning science and technology. We should undertake the mission of the new era, constantly explore, innovate and move forward.”
