In China, the expression of Double Evaluation refers to the two evaluations on the carrying capacity of resources and environment and the suitability of territorial development respectively. The planning reform since 2018 aims at integrating the previous multiple planning systems, including urban and rural planning and land use planning, by establishing the new system of territorial and spatial planning. According to the new planning regulations, the Double Evaluation is the premise and foundation of territorial and spatial planning which should be based on scientific research and analysis. Among them, the evaluation on the carrying capacity of resources and environment focuses on verifying the carrying capacities of resources and environment for the land use of ecological protection, agricultural production, and urban construction; while the evaluation on the suitability of territorial development focuses on identifying the problems and risks in territorial development and predicting the potentialities of territorial development by zoning ecological protection areas according to the ecological importance of territories and zoning agricultural production areas and urban construction areas according to the suitability of land resources.
