According to the WHO, healthy aging refers to “the process of developing and maintaining the functional ability that enables well-being in older age.” After China entering the aging society in 2005, healthy aging became a big concern of the society. The 13th Five-Year Plan for Healthy Aging jointly released by 13 ministerial departments including the National Health Planning Commission (NHC) in 2017 is the first national plan on this subject, which claimed to take “comprehensive and systematic interventions on all factors affecting health, through the whole life process from the very beginning, to create the social supports and the living environment that are conducive to the health of the elderly, so as to increase the healthy life expectancy, maintain the health functions, and improve the health level of the elderly.”
