Linking the Increase in Urban Development Land with the Decrease in Rural Development Land

This is a policy issued by the Ministry of Land and Resources of China, aiming at increasing the area and improving the quality of rural farmland, promoting the saving and intensive use of urban construction land, and achieving a more rational land-use in both the cities and the countryside. It means that, within a certain area, the increase of urban construction land should be equal to the increase of rural farmland, which can be achieved by reclaiming the original rural construction land into farmland based on the overall land-use plan.
