It is a mode of project management system which has been applied in Chinese rail transit development in the early 21st century. It implies that the entity of an operational construction project should take charge of the overall process of the rail transit project, including planning, financing, construction, operation, debt repayment, as well as value maintenance and appreciation of assets, etc.
