One Permission and Three Certificates

As the basic tool of China's urban-rural planning administration, the so-called "One Permission and Three Certificates" includes the Permission Notes for Location, Land Use Permit, Building Permit, and Building Permit for Rural Construction. Since the enforcement of the Urban and Rural Planning Law of the People's Republic of China in2008, constructions in rural areas have been legally incorporated into the urban-rural planning administration, turning the previous "One Permission and Two Certificates" into"One Permission and Three Certificates.
