Permanent Prime Farmland

Permanent prime farmland refers to the farmland that cannot be used for any other purposes in any circumstances except grain cultivation. This concept was first proposed on the Third Plenary Session of the 17^th CPC Central Committee in 2008 and then written in the Constitution of the People’s Republic of China in 2019 for the purpose of ensuring China’s food security. For delimitating permanent prime farmlands, the tool of permanent prime farmland protection redline is used in the territorial and spatial planning of different levels.
