In Chinese context, this term refers to the constructible land stock approved by the local land use plan that can be used for urban and rural constructions, no matter they are already built up or not. It implies in particular the potentiality of the existing built-up areas for renovation or redevelopment because of inadequate, unreasonable, or inefficient land use.
