“Double Carbon” is the abbreviation for the two objectives of carbon emissions peak and carbon neutrality which come from President Xi Jinping’s declaration on the General Debate of the 75th Session of the United Nations General Assembly on Sept. 22, 2020 that “China aims to have CO2 emissions peak before 2030 and achieve carbon neutrality before 2060.” Carbon emissions peak refers to the process when the CO2 emissions reach the highest value and then enter a continuous decline. Carbon neutrality means to balance the total amount of greenhouse gas emissions produced by an enterprise, organization or individual, both directly and indirectly, within a certain period of time with the carbon removal through afforestation, energy saving, and emission reduction, so as to achieve net-zero CO2 emissions. China has included carbon emissions peak and carbon neutrality into the country’s whole layout of eco-civilization construction and is now working on the plans of carbon emissions peak.
