It refers to a city that, when disasters occur, can withstand the impacts, quickly respond to and recover from the impacts, maintain the normality of urban functions, and better cope with future disaster risks through adaptation. In China’s Outline of the 14th Five-Year Plan (2021 – 2025) for National Economic and Social Development and the Long-Range Objectives Through the Year 2035, it is proposed to build “resilient cities” and “strengthen risk prevention and control in the governance of mega cities”.
