Basic Elderly Care Services

First proposed in the Opinions on Promoting the Construction of Basic Elderly Care Service Systems jointly issued by the General Office of the CPC Central Committee and the General Office of China’s State Council in May 2023, this concept refers to the basic and inclusive services for older people supplied by the state, either directly or indirectly through relevant agencies by providing them with certain supports, to ensure the basic living security of older people. According to the National Basic Elderly Care Services List released at the same time, the basic elderly care services include 16 services in the three categories of physical assistance, medical care, and psychological care.
