This concept was first introduced on the 23rd G7 Summit in Denver, the United States, in 1997 and was formally presented as an action program on the UN Second World Assembly on Aging in 2002. With a connotation not limited to just healthy aging, it refers to the process of aging with maximum opportunities for health, participation, and security, in order to increase the life expectancy and promote the quality of life of all aging individuals, including those who are frail, disabled, and in need of care.
