Institution-led Urbanization: The "Third Leapfrog" of Town Development in Sunan

Abstract: Based on a review on the history of urbanization in Sunan, the paper argues that Sunan has entered a new development phase of institution-led urbanization. After 30-year development since the opening and reform, there has been a remarkable development of small towns in Sunan. Some towns and townships are transforming into medium and small-sized cities and the urban-rural relationship has also fundamentally changed. In the new development phase, neither the existing administrative and fiscal systems, nor the actual institutions and policies relative to urbanization are efficient enough for further promoting the socio-economic development of this area, so institutional innovations are quite necessary. At the end, the paper puts forward certain suggestions on improving and reforming related institutions and policies for town development in Sunan.

Case Studies on Newly-emerging Long- and Medium-term Strategic Planning and Its Reference to Beijing

Abstract: Responding to the significant impacts brought by social, political, economic and environmental changes, some countries, regions and cities in the world have introduced new forms of long- and medium-term strategic planning since 2000, so as to promote the sustainable development of the cities or regions through a higher-level thoughts and a wider-perspective exploration. Taking America 2050, Future Ruhr 2030, New York 2030 and some other long- and medium-term strategic plans as examples, the paper analyzes the evolution of long- and medium-term strategic planning from the aspects of plan-making methods, analyzing techniques, research contents development trends etc. at the state, regional, and city levels. Based on international experience, this paper puts forward the necessity for Beijing to launch a new long-term strategic planning study "Beijing 2049." The innovation, challenges and development direction of "Beijing 2049" is also expounded in the paper.

Effects of Comprehensive High-speed Transportation Hubs on Spatial Structure of Urban Development: A Case Study on Changsha-Zhuzhou-Xiangtan Area

Abstract: This paper, by studying the mechanism of the spatial restructuring of urban development and the effects of comprehensive high-speed transportation hubs on it, analyzes the development trends of comprehensive high-speed transportation in Changsha-Zhuzhou-Xiangtan Area and the impacts of the growing urban area centered on comprehensive high-speed transportation hubs, like airport and high-speed railway station, on the urban development of this area. It also proposes some strategies for the spatial restructuring of Changsha-Zhuzhou-Xiangtan Area in view of the development of the comprehensive high-speed transportation hubs, like Huanghua Airport and Wuhan-Guangzhou High-speed Railway Station.

Discussion on Development Mode of Large Railway Hubs in High-speed Rail Era: From Transportation Complex to Urban Complex

Abstract: At present, most of China's railway hubs are developed to be transportation complexes, with some problems like unsmooth traffic circulation, mixed but disordered functions, separated spaces, etc. In high-speed rail era, high-speed railway hubs should be regarded as the catalyst to promoted urban development. The mode of urban complex should be developed, to closely connect the railway hub and the surrounding area within walking distance, so as people could get to their destinations in the most convenient way. Furthermore, it would strengthen people's aggregation, thus to bring about larger scale urban development by the successful development of urban complex.

Spatial Development Mechanism of the Transport-oriented Inter-city Railway Station Area

Abstract: The paper starts with a survey on the demands of train passengers from Shanghai to Nanjing on facilities surrounding the railway station, initiating a discussion on the direction of industrial transformation in the station area. Then, on the basis of a questionnaire on passengers' choice of traveling modes and affordable time to various facilities, the paper studies the scale of spatial layers of railway stations, the distribution characteristics of industries, as well as the related land-use pattern, through an analysis on the traveling distance features of passengers. In the end, with a case study on Changzhou station on the Shanghai-Nanjing high-speed railway line, the paper suggests a method defining the land development intensity degree that is based on the capacity of local transportation. Moreover, the study on the spatial development mechanism for transport-oriented inter-city railway station area that is conducted in the paper will efficiently coordinate and optimize the spatial development and the efficiency promotion, and balance the relationship between the concentration of city functions and the degree of transportation convenience, which possess guiding significance to the planning and construction of station areas along the inter-city railway.

Development of Public Participation in Regulatory Planning in China: A Comparative Study Based on National Regulations

Abstract: The regulatory plan is the most important technical basis for Chinese building permission, which makes the regulatory planning undoubtedly a key planning level in China's urban planning system. The paper is intended to analyze and compare the original and upgraded formulation procedures of regulatory plans based on the relevant national laws and regulations, in order to provide a clear image of the development of public participation in China's regulatory planning. Firstly, a comparative model has been developed with the definition of four-level public participation capabilities. Secondly, the original and upgraded formulation procedures of regulatory plans have been summarized to form the theoretical basis of the research. Finally, through the application of the comparative model, comparative studies on three public participation stages in regulatory planning, including the initial public participation, formal public participation, and supervision, have been implemented. The research output shows that at the national level, the legal status of public participation in China's regulatory planning has been greatly improved, and the legally binding process of public participation has been fundamentally established.

Study on Urban Construction History and Culture of the Tortoise City of Ganzhou

Abstract: This paper states the geographic environment and brief history of Ganzhou City, specially discussing the idea of YANG Junsong, the Master of Feng Shui, who planned and built Ganzhou City in the shape of tortoise and its cultural connotation. It analyzes the advantages and disadvantages of its site selection, and discusses the urban flood and flood control. It also expounds the history of urban planning and construction. Ganzhou City is regarded as an example and a book of city planning and construction in ancient China in terms of the masters' selection of the site and construction of the city, the city walls with functions of military defense and flood control, and the urban canal system of Fushougou against water-logging, the historical streets and lanes, the cultural relics, landscapes, etc., which not only make Ganzhou City the birthplace of first urban scenic spots and splendid historical culture, but also embodies the great wisdom of ancient Chinese. Three masters, YANG Junsong, KONG Zonghan, and LIU Yi, are heroes in the history of urban construction of Ganzhou.
