Local Practices on Transfer of Development Rights in China: Background, Mode, Challenge and Breakthrough

Abstract:In the past decade, the transfer of development rights (referred to TDR hereafter) has been emerged and developed to a large scale amid China’s fast urbanization. Different from the practices in countries with private land ownership like the United States, the practices of TDR in China are still dominated by local governments, which are trying hard to obtain extra construction land-use quota under China’s current centralized land management system since the late 1990s. In this process, the land-use efficiency may be improved at the prices of social equity and harmony.

Accommodation of China’s Industrial Heritage in Urban Conservation Practices (I)

Abstract:In recent years, the conservation of industrial heritage in China has gained increasing attention within the broader context of urban conservation practices. For both policy-makers and scholars, accommodating this industrial heritage will emerge as a pertinent issue for consideration as a growing number of industrial architectural legacies dating from the Republican and Maoist eras come under (re)development pressures. This paper thus traces the development of industrial heritage conservation practices in China and discusses several dilemmas intrinsic to this type of conservation, including issues of authenticity, representativeness, and distinction. Based on comparative case studies from China and other international precedents, this paper also seeks to illustrate the different approaches that could be pursued while still attaining a balance between competing interests and claims. New Development of Urban-Rural Spatial Planning in China: A Case Study on Provincial Urban System Planning

Abstract:From a governmental perspective, after a thorough analysis on provincial urban system planning, this paper summarizes the new cognitions and consensuses of provincial urban system planning guided by the Scientific View of Development. It points out that there have been explicit definitions in related laws and regulations on the responsible main body, the review and approval procedure, and the planning content. The paper generalizes three “musts” in planning content, three “musts” in planning administration by superior government, and three “controls” by the government at provincial level.

Exploration and Innovation of Regional Urban System Planning: A Review and Analysis on the Urban System Plan of Jiangsu Province

Abstract:Through the analysis on the main problems existing in the urban development of Jiangsu Province, this paper points out the limitations of traditional urban system planning. It also introduces the exploration and innovation in the compilation of the Urban System Plan of Jiangsu Province, and puts forward the specific countermeasures.

Research on Optimal Development Pattern of Yunnan Central Economic Region

Abstract By the case study on the Urban Agglomeration Plan of Yunnan Central Economic Region (YCER), which is jointly made by Chinese and Swiss scholars, with the adoption of GIS and traditional urban planning methods, this paper uses multiple scenarios to analyze four development models of “Scattered Yunnan,” “Regional Yunnan,” “Metropolitan Yunnan” and “Network Yunnan.” It also explores the relatively rational scenarios for the future development of YCER, i.e., up to 2030, the development model of YCER will be “Regional,” and after 2030 it will be “Network.” In this way, YCER will be developed stably and methodically, and finally achieve the unification of ecological safety, intensified energy and resources, as well as prosperous economy. Designation and Development of Central Towns: A Case Study of Shiyan

Abstract:In China, central towns are an important pitch point in the urban system of a city or county. The cultivation and development of central towns is significant in completing the urban system structure and improving the overall quality of urban-rural development of a city or county. In the Municipality of Shiyan, a mountainous region in Hubei Province, the designation of central towns should not be mechanically accomplished through applying the methodology used in plain areas, but with particular focus on the location and transportation of the towns. Based on the analysis of comprehensive development potential, 14 central towns are finally designated in Shiyan in view of their favorable location and the requirement of coordinated regional development. Development strategies are also proposed for them which include the improvement of urban functions, the differentiation of development modes, the growth of industrial clusters, the development of environmental-friendly industries, the standard configuration of public service facilities, and the institutional reform and innovation which would ensure the realization of the central towns’ function of agglomeration and radiation.

Multi-dimensional Evaluation of Recent Neighbourhood Renewal Projects in Beijing: Case Studies on Shichahai and Jinyuchi Neighbourhoods

Abstract:Most of Chinese cities have experienced a great wave of large-scale neighbourhood renewal in recent years. However, only a few research works have been done in giving assessment after the completion of renewal projects. Aimed at such a circumstance, this paper, by referencing the experience of European countries, establishes a multi-dimensional evaluation framework to analyze the primary data drawn from recent household surveys of Shichahai and Jinyuchi neighbourhoods in Beijing, and puts forward some suggestions based on the conclusions drawn from the surveys.

Study on Evolution of Zhengzhou’s Urban Planning and Spatial Structure from 1906 to 1957

Abstract:According to the study on history, the construction of Beijing-Hankou Rail Line and Lianyungang-Lanzhou Rail Line during the late Qing Dynasty and the era of the Republic of China (1912 – 1949) not only decided the spatial layout of modern Zhengzhou, but also brought about the rapid development of Zhengzhou’s commercial industry. Without scientific planning, they have already caused essential changes of Zhengzhou’s urban spatial structure. From the early days of the People’s Republic of China, urban planning became the most important factor to shape Zhengzhou’s urban spatial structure, in terms of the rational allocation of industrial areas. In above mentioned two successive periods, the driving forces of urban construction were different, the characteristics of urban spatial structure was also opposite, i.e., disorderly and unsystematic layout in the former period, while rigorous and regularized structure in the latter one. The problems existed in Zhengzhou’s spatial construction today are also closely related to this specific character formed in the early development period.
