5. Establish a Rule Connect Mechanism.

5.1 Create a world-class business environment.

Continue to create a market-oriented and legalized international business environment. Explore the trial implementation of the commercial registration confirmation system, carry out pilot reforms of market access and regulatory system and mechanism, accelerate the establishment of a comprehensive, tiered and multifaceted system to regulate all stages to realize the interconnection, sharing and application of credit information related to enterprises, and promote the joint supervision of departments and classification management of enterprise credit risk. Speed up the building of “digital government”, improve the “Internet Plus” government approval system, and roll out the “one-stop” government services model.

5.2 Promote connectivity in financial markets in an orderly manner.

Support qualified investors from Hong Kong and Macao to apply for the establishment of licensed financial institutions such as securities companies, futures companies, and fund companies by the law. Actively support Nansha to participate in the establishment of the Guangdong-Hong Kong-Macao Greater Bay Area Insurance Service Center. Promote integrated development of the insurance markets in Guangdong, Hong Kong and Macao. Support the development of innovative applications for mobile payment. Accelerate the study on the establishment of an international commercial bank in Nansha in the Guangdong-Hong Kong-Macao Greater Bay Area according to the procedures. Support institutions in Guangdong, Hong Kong and Macao to jointly establish RMB overseas investment and loan funds. Intensify financial supervision cooperation and improve the capabilities of risk monitoring, early warning and disposal.

5.3 Improve the coordination between public services and social management.

Promote Guangdong, Hong Kong and Macao to achieve better social security alignment, progress the Hong Kong and Macao residents working and living in Nansha to enjoy citizenship, and improve the cross-border availability of social security measures for them. Organize and formulate the hospital accreditation and certification standards in line with international standards, and carry out international hospital accreditation and certification in Nansha while facilitating international insurance reimbursement. Establish and improve the traceability system of food origin between the mainland and Hong Kong and Macao to increase the informatization level of food safety supervision in the Greater Bay Area. Strengthen the transportation connection with Hong Kong and Macao and speed up the construction of direct transportation between Nansha hub and Hong Kong.

6. Make Nansha a Benchmark for Urban High-quality Development.

6.1 Step up cooperation in urban planning and development.

Adhere to the philosophy underlying ecological civilization that nature should be respected, adapted to, and protected, strengthen civilization inheritance and pass on culture, carry forward traditional Chinese culture, strengthen the protection of native tree species and ancient trees, and do a better job in urban governance. Introduce high-level planning and design agencies as well as expert teams to participate in the planning and design of Nansha. Establish a mutual recognition system of Hong Kong architects, structural engineers and building surveyors with Hong Kong association (society) qualifications and corresponding mainland association memberships. Encourage cooperation in the field of engineering construction, learn from Hong Kong and Macao's experience in municipal construction and services, invite experts from Hong Kong and Macao to participate in construction management in the form of cooperation or consultancy, and support the industries of Hong Kong and Macao to participate in the construction of key transportation facilities, municipal infrastructure, cultural and sports facilities and continuous comprehensive development.

6.2 Promote the construction of smart cities.

Adopt technologies including the next-generation Internet, cloud computing, intelligent sensing, satellite, and geographic information system (GIS) to accelerate the construction of Nansha smart city infrastructure, achieve the coverage of 5G signals, and improve infrastructure management and service capabilities. Establish a unified intelligent urban integrated traffic management and service system, and promote the construction of support systems such as the Nansha smart grid, smart gas network and smart water supply and drainage.

6.3 Advance educational cooperation among Guangdong, Hong Kong and Macao.

Designate a special area in Nansha to build a pilot field for higher education, a high-level university cluster, as well as a new highland of higher education cooperation in the Greater Bay Area. Support the introduction of overseas first-class educational resources to Nansha to carry out high-level cooperative education under laws and regulations, and promote the construction of world-class universities and first-class disciplines. Deepen cooperation among Guangdong, Hong Kong and Macao in higher education. Encourage vocational education and training institutions of Hong Kong and Macao to cooperate with mainland institutions, enterprises and agencies to build vocational education and training colleges and training bases. Optimize the supporting policies for employment and entrepreneurship, encourage the mutual promotion of education, innovation, entrepreneurship, and employment, and enhance the attractiveness of schooling for young students from Hong Kong and Macao.

6.4 Facilitate medical treatment and elderly care for Hong Kong and Macao residents.

Increase the supply of high-quality resources, work with Hong Kong and Macao to build an international health industry, speed up the construction of a national health tourism demonstration base, and support Hong Kong and Macao medical and health service providers to set up medical institutions in the form of the sole proprietorship or joint venture in accordance with relevant regulations. Referring to the investment, operation and management model of the University of Hong Kong-Shenzhen Hospital, a large-scale comprehensive public hospital, fully invested by the local government and introducing modern management models from Hong Kong and Macao, will be built in Nansha. Enhance the attractiveness of Nansha elderly care institutions to the aged people in Hong Kong and Macao.

6.5 Intensify joint efforts in ecological protection and treatment.

Strengthen exchange and cooperation in the development of green industries such as energy conservation and environmental protection, clean production, comprehensive utilization of resources, and renewable energy, and establish and improve a joint environmental protection mechanism of cooperation in the comprehensive management of the marine environment in the Pearl River Estuary, regional air pollution prevention and control. etc. Collaborate to promote land-based pollution control, sea pollution control, ecological protection and restoration, and environmental risk prevention. Implement refined management of ecological conservation red lines, and reinforce the conservation of key ecological functional zones and sensitive areas. Deliver stricter clean shipping policies to reduce pollution emissions from ships.
