Action Plan Unveiled to Promote New Urbanization During the 14th Five-Year Plan Period (Part 4)

6. Promote integrated urban-rural development.

Adhere to the principle of subsidizing agriculture by industry and developing rural areas led by cities, take the county as the basic unit and the national integrated urban-rural development pilot zone as a breakthrough, promote the free flow of urban-rural elements and rational allocation of public resources, gradually improve the institutional mechanism and policy system for the integrated urban-rural development.

6.1 Steadily promote the reform of the rural land system.

Implement the specific policy on extending the current round of rural land contracts for another 30 years upon expiration, improve the system for separating the ownership rights, contracting rights, and management rights of contracted rural land, further relax management rights and steadily promote the innovation of the collective forest tenure system. Advance the trials for the reform of rural residential land in a steady and prudent fashion, speed up the work to affirm, register, and certify the rights for rural residential land based on the integration of real estate and land, and experiment with separating the ownership rights, qualification rights, and use rights for rural land designated for housing. Establish a mechanism for identifying public interests in land expropriation and narrow the scope of land expropriation. Stress keeping the public ownership of land unchanged, not breaking the red line of cultivated land, and not damaging the interests of farmers to realize, maintain and develop the farmers’ rights and interests.

6.2 Develop diversified financing channels for rural construction.

Encourage financial support at all levels for integrated urban-rural development. Gradually increase the utilization proportion of local land sale revenue for agriculture and rural areas. Under the market-based principle, under the premise of legal compliance and risk control, promote rural credit cooperatives, agricultural commercial banks and village banks to expand credit, innovate financial products for small and medium-sized banks as well as local banks, and guide large commercial banks to focus on service and strengthen the credit, and encourage the increase of first loan and credit loan.

6.3 Encourage urban talents to develop in rural areas.

Deepen the implementation of the system of sending sci-tech experts to rural areas, promote planners, architects and engineers to work in rural areas, and establish a system for scientific researchers to have a part-time job or leave their current jobs to start a business to provide technical support in rural development. Encourage urban staff in terms of education, culture, health, sports, and other fields to service rural areas regularly, and support the migrant workers with skills and management experiences to return to their hometown to start their businesses. The rights and interests of people who work or start businesses in rural areas are guaranteed by the law.

6.4 Promote integrated urban-rural planning.

Balance promoting the planning and construction of towns and villages in the county regions, and fully consider the land use, industry development, residential area construction, human settlement improvement, ecological protection, disaster prevention, and historic culture development to achieve functional connection and complementarity of county and village. Complete the preparation of county-level territorial planning, and prepare township territorial planning based on reality. Scientifically prepare the layout of villages in county regions and encourage villages with conditions to formulate practical village planning. Carry out the comprehensive land improvement in the who region under the regulations, properly promote the reclamation and development of agricultural land and buildable land, firmly stop any attempts to use cropland for any purpose other than agriculture and specifically grain production, and ban the random abolition of villages to enlarge communities and carry out large-scale demolition and construction against the farmers’ willing.

6.5 Step up the expansion of urban public services to rural areas.

Strengthen the overall planning of the supply of basic public services to counties and villages, and increase the supply of education, medical care, elderly care, and other services in rural areas. Move quickly to help all schools providing compulsory education to meet standards, and develop an urban-rural education consortium. Build a number of high schools and secondary vocational schools in county towns and larger central towns. Run the township public central kindergartens to improve the public service network for rural preschool education. Improve the diagnosis and treatment conditions of county-level hospitals, township health centers and village health clinics to develop a close county-level medical and health community. Improve the three-level network of elderly care services connecting counties and villages, build village nursing homes and daycare centers, and develop rural all-inclusive elderly care services and mutual-aid elderly care services.

6.6 Provide rural areas with access to urban infrastructure.

Promote unified planning, construction and management of urban-rural infrastructure, to provide access to villages and rural households. Unify the planning of various types of municipal public facilities to build an infrastructure pipe network in terms of water supply, gas supply and heating in suburban villages and larger central towns. Provide natural villages (groups) with a large population with paved roads and construct trunk roads, resource roads, industrial roads, and tourism roads in the villages. Strengthen the integration of the urban-rural highway passenger transport, and expand the comprehensive service functions of highway passenger transport stations. Encourage unified management and maintenance of urban infrastructure construction and operation and involve market-oriented management and maintenance enterprises to deliver the work. And support the national key counties for receiving assistance for rural revitalization to strengthen areas of weakness.

6.7 Encourage collaborative development of the urban and rural industries.

Develop the county economy and build a diversified rural economy based on modern agriculture and complemented by rural new industries and new business forms. Improve modern agricultural industry system, production system and management system, promote the cultivation of grain, cash crops and forage crops, coordinate the overall development of agriculture, forestry, husbandry, and fishery, develop various forms of operation, and strengthen the certification management of healthy food, organic produce and source of production. Promote the integrated development of the primary, secondary, and tertiary industries in rural areas, stress the development of modern agricultural product processing industry and agricultural production services, foster leisure agriculture, country tourism, B&B economy, forest healthcare, and other new business forms. Establish a mechanism for realizing the value of ecological products as well as a mechanism for protection and presentation of excellent agricultural heritage, and revitalize and make good use of rural resources assets.

6.8 Use multiple channels to increase rural incomes.

Coordinate to promote the transfer of rural workforce and local employment and entrepreneurship, promote continuous and stable growth of rural incomes, and gradually narrow the income gap between urban and rural residents. Carry out large-scale training for high-quality farmers, establish a positive incentive mechanism for high quality and favorable prices of agricultural products, develop family farms and farmers' cooperatives, and encourage leading enterprises and farmers to build an agricultural industrialization consortium. Foster special socialized service organizations to help small household farmers to increase their incomes. Deepen the reform of the rural collective property rights system, innovate the operation mechanism of the rural collective economy, and increase farmers’ property incomes. Combined with deepening the reform of the grain collection and storage system to improve the direct subsidy policy for farmers, and ensure their incomes from grain cultivation.

7. Guarantee Measures.

7.1 Strengthen the centralized, unified leadership of the Party.

Uphold and strengthen the Party’s centralized, unified leadership, and see that Party leadership is exercised in all processes, aspects and stages of the new urbanization. Fully leverage the Party at all levels to provide a fundamental base for promoting new urbanization. Promote strict Party governance to deepen its development, and maintain a wholesome healthy political atmosphere.

7.2 Intensify the organization and coordination.

Based on the National New Urbanization Plan (2021-2035) and this plan, annual major tasks for new urbanization should be studied and deployed and key and difficult issues should be coordinated and solved. All relevant departments need to introduce supporting policies and measures, promote the reform of the system and mechanism, arrange and plan vital projects, and increase the support of funding, land, finance, and personnel under their responsibilities to promote the new urbanization. Important policies, vital projects and major programs mentioned during the implementation of the plan should be submitted for approval by the prescribed procedures.

7.3 Reinforce monitoring and evaluation.

Reinforce the guidance and supervision of new urbanization work in various regions, improve the database of new urbanization, and carry out dynamic monitoring and summary evaluation of the implementation of the plan. Periodically summarize and refine the effectiveness of pilot reform, and demonstrate the typical experiences and institutional achievements.
