Chongqing Urban Renewal Technical Guideline

On March 30, 2022, the Chongqing Housing and Urban-Rural Development Commission officially released the Chongqing Urban Renewal Technical Guideline. 

Purpose: This guideline is published in order to implement the " Rules for Chongqing Urban Renewal Management ", guide the planning of urban renewal projects, and promote the high-quality development of urban areas. 

Scope: This guideline applies to urban renewal projects in the metropolitan area of Chongqing, and can be implemented in other districts and counties as well.

Who uses it: This Guideline applies to government managers and relevant practitioners involved in urban renewal planning and consulting, design, construction, management and financial institutions.

Urban Renewal Concepts:

1.People-oriented： Urban renewal projects should focus on the needs of the people, improve the public service system, fill the shortage of infrastructure, improve the quality of the living environment, drive the development of innovative industries, and promote the balance between work and housing.

2.The continuation of cultural context: Urban renewal projects should focus on the protection and inheritance of urban history and culture, protect historical and cultural heritages, revitalize historic buildings, and display the urban culture.

3.Compact development: Urban renewal projects should be careful to demolish existing buildings and relocate residents. It is encouraged to renovate and regenerate old buildings.

4.Coordination: Urban renewal projects should coordinately improve the public facilities and urban built environment, promoting the renewal of the urban living environment, ecology, culture, industry and transportation.

5.Green-oriented development: Based on the concept of carbon neutrality and emission peak, urban renewal projects should focus on green renovation and promote the low-carbon mode of production and life.
