Ministry Issued Complete Residential Communities Guidelines: What is a complete residential community? How to build it?

The residential community is the basic unit of urban life and urban governance, and is the "last mile" for the Party and the government to connect and serve the people. In order to thoroughly implement the spirit of General Secretary Xi Jinping's important instruction on better providing precise and refined services to community residents, to implement the decision and deployment of the Party Central Committee and the State Council on strengthening grassroots governance, and to build complete residential communities that are safe, healthy, well-equipped, and well-managed. On the basis of summarizing local practices, the Ministry has organized and compiled this Complete Residential Communities Guidelines.


Highlights of the Guidelines


1.What is a complete residential community?

Concept: A complete residential community is one that contains well-developed fundamental public service facilities, sound business services for residents' convenience, complete municipal infrastructure, sufficient public activity space, full-coverage property management and community management mechanism within a suitable walking distance. Also, the residents have a strong sense of belonging and identity to the residential community.

Complete residential communities are the basic units of residential life, social governance and urban structure.


2.Requirements for Building Complete Residential Communities

(i)Complete basic public service facilities: including a community integrated service station, a kindergarten, a childcare, an elderly service station, and a community health service station.

(ii)Sound business service facilities for residents' convenience: including a supermarket, multiple mail and delivery service facilities, and other businesses serving residents.

(iii)Complete municipal infrastructure: including water, hydro, roads, gas, heat, and telecommunications facilities, parking and electronic charging facilities, slow-traffic system, barrier-free facilities, and environmental sanitation facilities.

(iv)Adequate space for public activities: including public activity areas and public green spaces.

(v)Full property management coverage: including property management services and platforms.

(vi)Complete community management mechanism: including management mechanisms, integrated management services and community culture.
