Shanghai launched the country's first "Guidelines for the Planning of Rural Community Living Circles" on December 14th, 2021, after a similar brochure of 15-minute community living circles for urban communities was published in 2016. This planning guideline aims to develop a beautiful and happy life in the countryside area.

The rural community living circle is an important part in developing the 15-minute living circles in Shanghai. This planning guideline focuses on quality, equality, renewal and intensive utilization in establishing rural community living circles. Taking public service facilities as the core element to establish rural community living circles, the guideline introduces a hierarchical public facility system of "administrative village-natural village", and the "convenience service center" and "neighborhood station" are support comprehensive daily service at the door of homes, including administrative management, elderly care, medical service, leisure activity and parent-child activities.

Moreover, taking the development trend of rural areas in Shanghai into consideration, this guideline introduces eight new strategies to develop the rural communities, which include good neighborliness, elderly care, ecological environment, innovative production, business activities, artistic creation, tourism and intelligent governance. The guideline encourages planning the public service facilities differently according to the characteristics and requirements in each county.

In the next five-year period, Shanghai will focus on rural development and the establishment of a rural community living circle by constructing rural convenience service centers and neighborhood stations with the guidance of this document. Let the elderly live happily in the countryside, let young people return to live and work in their hometowns, let children get close to nature, and let urbanites realize their beautiful pastoral dreams in the countryside area of Shanghai.
