4. Coordinating Urban and Rural Development to Advance the Construction of a Beautiful China.
4.2 Constructing beautiful villages based on local conditions.
Adopt a county-wide approach to promote Beautiful Village construction, focusing on ecological and environmental governance, translating green mountains into economic prosperity ("Two Mountains" concept), green agricultural development, and fostering livable and business-friendly rural areas. Drawing from the experience of the "Ten Thousand Villages Demonstration, Thousand Villages Renovation" project, integrate the rural ecological revitalization and the improvement of rural living environments. Advance the agricultural and rural pollution control, with a focus on addressing non-point source pollution in key regions. Efforts will also be made to eliminate black and odorous water bodies in rural areas and to enhance the management of rural rivers and lakes. Optimise the rural industrial development spaces, and conduct rural spatial planning in line with local conditions. Special attention should be given to protecting and utilizing traditional villages and guiding the improvement of rural landscapes through scientific greening and beautification initiatives.
5. Supporting and Guiding Policies.
5.1 Strengthening financial support.
Establishing a stable financial investment mechanism. Actively implement tasks related to the construction of a Beautiful China within the framework of major national strategies and key areas of security capacity building. Emphasis should be placed on pollution and carbon reduction synergy, environmental quality improvement, ecological protection and restoration, and the construction of modern ecological and environmental infrastructure. Planning major projects for Pilot Zones development and systematically integrating them into the reserve pool of financial funds and financial support projects, in accordance with regulations.
5.2 Improving market-based mechanisms.
Establish a comprehensive policy system supporting green finance in Pilot Zones. In regions such as the Yangtze River and Yellow River Basin, explore innovative investment and financing mechanisms to simultaneously promote ecological governance and green, low-carbon industries, and enrich green and transformational financial products and services.. Encourage financial institutions and local governments to explore regional financing models to support environmental projects, with a particular focus on Beautiful City construction. Priority will be given to developing qualified voluntary greenhouse gas emission reduction projects in the Pilot Zones. The orderly development of financial products based on environmental resource rights should be promoted, while improving a market-based environmental rights pricing mechanism.
5.3 Strengthening scientific and technological support.
Provide support for foundational scientific research and key technological breakthroughs in Pilot Zones, focusing on areas such as pollution and carbon reduction, multi-pollutant coordinated emission reduction, climate change mitigation, biodiversity protection, new pollutant management, and nuclear and radiation safety. Strengthening strategic research with the pilot zone as the carrier, focusing on the key tasks of the construction of the pilot zone, and reserving and launching a number of major scientific and technological projects and scientific and technological engineering. Promote to establish a high-level think tank for a Beautiful China to provide talents and intellectual resource support for the construction of the Pilot Zones.
