3. Leveraging Regional Strengths to Advance Provincial Contributions to a Beautiful China.

3.3 Strengthening ecological protection and restoration.

Persist with a holistic and systematic approach to conserving and improving mountain, water, forest, farmland, grassland, and desert ecosystems, and accelerate the development of a national park-centered nature reserve system. Launch major biodiversity conservation projects and sustain key ecological system restoration efforts. Take actions to enhance the carbon sequestration capacity of ecosystems. Establish a robust regulatory framework, including ecological red line supervision, for ecological protection and restoration. Strengthen ecological monitoring and evaluation systems. Develop cross-regional mechanisms for biodiversity protection and governance in key areas. These initiatives will significantly improve the ecosystem diversity, stability, and sustainability.

3.4 Securing the ecological safety baseline.

Refine an ecological security coordination mechanism, while establishing a comprehensive ecological and biosafety monitoring, early warning, and response system. Improve the catalog of drinking water sources and the safety assessment framework. Expand the digital supervision of hazardous waste management. Enforce the precision-based heavy metal pollution risk prevention and control measures. Implement the comprehensive risk assessments and hierarchical supervision of tailings pond pollution hazard. Advance the environmental health risk monitoring and management. Carry out the regional climate adaptation initiatives. Significantly strengthening the nuclear and radiation safety supervision, risk monitoring, early warning, and emergency response capabilities. These measures will ensure regional ecological security, positioning capabilities in risk assessment, early warning, and emergency response at the forefront nationally.

3.5 Deepening ecological civilization system reforms.

Establish a sound ecological compensation system and an ecological product value realization mechanism to explore diverse and innovative implementation models. Further refine the ecological and environmental damage compensation framework. Fully implement the river and lake chief system and the forest chief system. Enforce a nationwide pollution discharge permitting system to achieve "one permission" management. Develop a modernized ecological environment monitoring system with an integrated data-sharing mechanism. Optimise the natural resource asset management system. And deepen the construction of national ecological civilization pilot zones. These reforms will lead to significant advancements in the digital governance capacity of a Beautiful China, enhancing the efficiency and coordination of ecological and environmental governance systems.

4. Coordinating Urban and Rural Development to Advance the Construction of a Beautiful China.

Focusing on key areas and pressing issues in urban and rural ecological and environmental protection, new mechanisms and models should be explored to advance the construction of a Beautiful China in cities and counties. The goal is to mobilize the entire society toward active participation. Approximately 50 cities and 100 counties will receive prioritized support for Pilot Zones development, fostering a series of exemplary models for Beautiful Cities and Beautiful Villages.

4.1 Building beautiful cities to high standards.

Guided by the principles of green and low-carbon development, environmental quality, ecological livability, safety and health, and smart efficiency, make efforts to construct modern Beautiful Cities. This includes fostering new advantages in green and low-carbon urban transformation, enhancing urban environmental infrastructure, and innovating and optimizing urban ecological governance and land-use models. Expand green spaces through creative urban greening initiatives and develop ecological communities. Improve waste sorting practices and accelerate efforts to address prominent urban environmental challenges such as noise, odors, and light pollution. Leverage smart technologies to advance precise and refined urban ecological and environmental governance.
