Chengdu, Sichuan:Explore the sustainable development path of "“Rong cheng"

The city is a carrier of rich cultural memory, and it is also a home for citizens to live and work. In order to meet the people's expectations for "good houses, good communities and good urban areas", Chengdu, Sichuan Province, has implemented in-depth urban renewal actions to continuously improve residents' sense of gain, happiness and security.

1) "Five Ones" to promote the construction of the project.
The Four Sacred Shrines area of Jinjiang District is a traditional old district, and most of the residential buildings on the street were built in the late Qing Dynasty, which contains rich historical and cultural resources. With the changes of the times, the streets, courtyards, and buildings have been crawling with traces of time, and are in urgent need of repair and renewal. As a result, the Four Sacred Shrine area launched an urban organic renewal project, which not only retains the characteristics of the block, but also brings new scenes to citizens a livable and comfortable life experience through industrial renewal, consumption renewal, and experience renewal.
For the urban organic renewal project in the Four Sacred Shrines area, a special working group or headquarters has been set up to promote the construction of the project. The special staff is composed of the district urban renewal department, the relevant business backbone of the street and the district's state-owned companies. As the main body of project implementation, the state-owned enterprises affiliated to the district shall prepare the project implementation plan in accordance with the integrated mode of planning, design, construction and operation.
"We adhere to the concept of continuous renewal, take the area as a unit to coordinate key tasks such as regional renewal and renovation of old communities, and establish and improve the project promotion mechanism of one renewal area,one working team, one implementation plan, one operating body, and one set of governance system to ensure the implementation of urban renewal work. The relevant person in charge of the Chengdu Municipal Housing and Urban-Rural Development Bureau said.
In the past two years, Chengdu has promoted the construction of projects through the "Five Ones" mechanism, implemented organic renewal of 106 districts, built 83 pension service facilities, installed 3,203 elevators, and added charging piles in 15,038 existing communities, so as to promote the overall improvement of urban functions, spatial structure, environmental quality, and governance services.

2) Party building leads the development of a good "governance formula".
In order to comprehensively promote the extension and expansion of community development and governance to old urban communities, Chengdu has carried out a three-year campaign of party building to lead community governance, promote the full coverage of autonomous organizations, party organizations and work after the transformation, and organize and mobilize the masses to participate in the whole process of transformation and governance, so that the masses can truly become the "talkers" of the transformation, the "supervisors" of quality, and the "enjoyers" of achievements.
"In urban renewal, it is very important to give full play to the role of the masses as the main body, we insist on autonomy first and then rectification, relying on the construction of the 'micro-grid real grid' system, integrating community governance and resident autonomy into the whole process of renewal and transformation, and continuing to reform in the process of reform and governance. The relevant person in charge of the Chengdu Municipal Housing and Urban-Rural Development Bureau said.
Huanhua Community in Qingyang District was built in 1998 and is a resettlement community, with a total of 22 buildings, 1,236 households and 3,698 people. How to transform such a large area and a large population of the community, and reach an agreement while seeking common ground while reserving differences, is a problem that the street community staff need to consider.
In the process of community renovation, the professional social work team participated in the whole process of community autonomy, and established a "self-reform committee" with the former village group secretary as the core, 22 building chiefs as the main force, and more than 120 party members and residents participated. 3) Solidifying the "inner city" through the whole chain.
"In order to promote the high-quality construction and presentation of urban renewal projects, we adhere to the logic of government guidance, market entities and commercialization, and explore and form an integrated model of planning,design, construction, operation and management in practice, so as to promote the transformation of urban renewal to the closed-loop of the whole chain, and solve the problem that planning, design, construction and operation cannot be organically connected in the past. The relevant person in charge of the Chengdu Municipal Bureau of Housing and Urban-Rural Development said.
The Mengchai Bay project in Chenghua District has introduced specialized enterprises to help the old city be reborn. Through overall planning, step-by-step implementation, and commercial operation, the 24,000 square meters of high-quality resources are planned, constructed with high efficiency, and operated with high efficiency, so as to open up the value of the Mengchai Bay area with "urban renewal". At present, cultural formats such as Shu embroidery, Shu brocade, Sichuan opera, shadow puppetry, and panda ear picking account for more than 30% of the total, and the average annual consumption of cultural and creative products reaches 700 million yuan.
At the same time, fully considering the demands of local residents, promoting "giving way to the people", optimizing the 2.5-kilometer-long and 7-meter-wide riverside roadway into a 4-meter "walking + bicycle" slow roadway, building a "seamless connection" slow traffic system, and realizing the integration of "the way home" and social scenes.
Chengdu has a history of more than 3,000 years and rich historical and cultural relics, and it is very important to find the right balance between protection and development in the construction of a park city. Focusing on the transformation and development of megacities and the improvement of urban energy level, Chengdu is taking a unique path of sustainable development of urban renewal by taking the opportunity of the national pilot of urban renewal.
