Located in Chenglong Road Street, Jinjiang District, Chengdu City, Sichuan Province, Maple Community has 7 residential communities under its jurisdiction, including Sihaiyijia, Xinyuanminjia, and Jinjiangyijia, with a community area of 73 hectares. There are problems such as insufficient supply of public services, weak neighborhood watch, and imperfect governance mechanism, which cannot meet the diversified needs of residents of all ages.
To this end, the community has built a mechanism of "grid call, street disposal, and department check-in", comprehensively launched the pilot construction of a complete community, accurately focused on the pilot content, all-age supporting service functions, created a safe environment for the whole people, promoted smart and convenient services, and continuously built cultural consensus to build a more livable, safer, and more harmonious community.
1. Evaluate the construction: Comprehensively improve service functions.
The community adheres to the problem-oriented approach and finds out the shortcomings through the urban physical examination, adheres to the demand-oriented, collects more than 6,000 questionnaires through the online WeChat platform and the offline "Residents' Meeting" to sort out residents' opinions and suggestions, adheres to the professional orientation, introduces professional planning institutions, and works with community planners to formulate the overall planning plan for the development of the Maple Community, focusing on the improvement of service facilities, livable environment, smart services and governance mechanisms.

Under the leadership of the Party Committee of Maple Community, 13 grid party branches and 48 building "micro-grid" party groups have been built vertically, and the two new party organizations in the jurisdiction have been horizontally integrated to form a "1+13+48+N" party building organization system to lead community development and governance. Construct a large property management mechanism to achieve full coverage of property services in residential communities, link community party organizations, property service enterprises, owners' committees, etc., and provide one-stop services such as online and offline payment, cleaning, and maintenance, so as to make property services more warm.
The new community complex will focus on making up for the shortcomings of community childcare, elderly care, medical care, canteens, sports and other functions that residents have responded to, and coordinate the public service resources of the surrounding neighborhoods, so as to form an all-age service pattern of "education for the young, education for learning, income for labor, medical treatment for the sick, and care for the elderly". Integrate resources such as community complexes and overhead layers of residential areas, formulate four construction standards of "micro-site, micro-logo, micro-mechanism, and micro-service", create 6 functional spaces, and form a visual and sensible micro-grid real activity venue and service platform.
2. Safety Enhancement: All people work together to create a safe environment.
The community has built an information platform and guided the masses to take pictures and report potential safety hazards around them through the "incident reporting" function in the "Jincai Life" WeChat applet, and found and disposed of more than 300 hidden dangers, which were promoted in 76 communities in 11 streets in the district.

Build a rule of law service system, absorb more than 20 party member representatives and public interest lawyers, set up a main force for the investigation and resolution of contradictions and disputes, and set up a tripartite conflict mediation platform, with an average annual mediation of more than 100 contradictions and disputes, a resolution rate of 98%, and a satisfaction rate of 100% for petition agents.
More than 50 new employment groups, property service enterprises, resident backbones and other diverse forces were widely mobilized to form a "Maple Wings" comprehensive management patrol team. We have built a "1+3+N" special group linkage mechanism, added 42 gas alarm systems, installed smart alarm systems for the elderly for 89 lonely elderly people and low-income households free of charge, and carried out training on preventing telecommunication fraud, gas fire safety, and safety emergency skills.

Build an "institution + community + home" elderly care service system, promote state-owned enterprises and private enterprises to jointly create community elderly care brands, develop and operate the app linked to home care services, and meet the needs of diversified, multi-level and all-round elderly care services.

Construct a complementary model of "public welfare + market" operation of community complexes, hand over the operation of community complexes to state-owned enterprises affiliated to the district, introduce high-quality social enterprises on the basis of satisfying public welfare attributes, participate in the construction of community health service centers, community convenience supermarkets, etc., and feed back part of the income to the community to achieve sustainable supply of public services.
Build the "Jinjiang Employment Supermarket" maple demonstration store, providing 24-hour employment, warm human resources and social security, vocational skills, labor relations mediation, and community entrepreneurship incubation services, so as to realize real-time collection of employment needs, accurate push of employment positions, and real-time protection of labor rights and interests.
We will build a Community Smart Service Management Platform and extend the "Smart Chengdu" platform to the community, which will provide public services for all ages, and the enterprise side will provide full life cycle services, so as to realize the "zero distance" of convenience and benefit enterprises.
4. Gather your soulIncrease the cohesion of the masses: All people build a community culture.
The "Maple Community Residents' Convention" was formulated to promote community consensus. Organize residents to research and publish the "Maple Community Residents' Convention", draw up a positive list of "red lists" such as social morality, professional ethics, and family virtues, as well as negative lists of "black lists" such as high-altitude throwing objects, noise disturbances, and uncivilized pet raising, and discuss and publish them through the "red and black list" council, so as to imperceptibly moisten the cultural identity of residents.
Create an online consumer brand and cultivate community fashion. Guide key businesses in the jurisdiction to settle in the online platform, issue to outstanding teachers, model workers, volunteers and other "good people", leverage merchants to provide consumption discounts, and form a virtuous circle of social atmosphere of "good people have good rewards", "good businesses have good returns" and "people in difficulty have special reports".
