Introduction

Territorial planning is the guide for national spatial development, the blueprint for sustainable development, and the basis for all kinds of development, protection and construction activities. In this regard, the CPC Central Committee and the State Council have made a major deployment: establish territorial planning system and supervise the implementation of it, to integrate the planning for development priority zone, land use planning, urban and rural planning and other spatial planning into a unified territorial planning, so as to strengthen the guidance and constraint of territorial planning to sector planning..
