Coordinate the Management of Urban Planning and Construction, Improve the Level of Urban Governance

On September 25, 2021, Huang Yan, Deputy Minister of MOHURD, gave a keynote speech on the theme of “Coordinate the Management of Urban Planning and Construction, Improve the Level of Urban Governance” on the opening ceremony of the Annual National Planning Conference of China 2020/2021. 

In her speech, Huang firstly reviewed the important instructions of President Xi Jinping on city planning, construction and management to improve urban governance system and promote urban governance capability. 

She then elaborated on the theme of her speech from six aspects. 1) to comprehensively carry out urban examination and to coordinate the management of urban planning and construction; 2) to implement urban renewal to promote high-quality urban development; 3) to strengthen historic and cultural protection and inheritance  in urban and rural construction; 4) to coordinate urban development and security and to improve urban safety and resilience; 5) to build City Information Model (CIM) platform to promote urban intelligent management; and 6) to realize the co-building, co-governance and co-sharing of communities.

Huang pointed out that China has entered a new stage of development and the ability of urban governance is the key to improving urban competitiveness and fulfilling people’s happiness. Urban planning, construction and management is an important basis for improving urban governance capacity. Urban renewal is not only an effective means to change the mode of urban development and construction, but also an important content of urban governance. From some extents, she stressed that the building of urban community is a starting point for realizing the goals of people’s happiness, urban vitality, low-carbon green, common prosperity and grass-roots governance in the coming stages of urban development.

“Urban planning is a discipline with a long history and accumulation”, Huang finally appealed, “we should not only respect the basic principles and development laws of it, but also further develop it in order to explore a path of urban construction and governance with Chinese characteristics”. Huang's speech was profound and meaningful and received warm applause from ANPCC participants.
