Decrement planning

Decrement planning is one of the policies and tools to deal with urban shrinkage. Urban and rural planning has experienced approximately three stages: increment planning, stock planning and decrement planning. The decrement planning is different from the "expanding" urban development path, which is a kind of "reducing for increasing" development mode. On the one hand, decrement planning is an important planning choice to deal with local economic recession and population scale reduction, and it is a kind of planning to realize regional resource integration and intensive use of resources. By reducing the scope of urban planning, we can adjust urban functions and facility services’scope and level to cope with urban scale shrinkage. On the other hand, decrement planning is a new type of development planning to cope with reduction development. Beijing is the first city to "decrement" development in China. The essence of decrement development is to reduce the consumption of non-renewable resources, traditional extensive production factors and general natural resources as much as possible, and build a new development model, which is the embodiment of high-quality urban development.
