The preparation of a plan should follow the guidance of its upper-tier plan while small adjustments and feedbacks may be allowed. To make an official statutory plan, a qualified planning-service provider is normally commissioned by responsible Governmental Authorities at the beginning. The planning-service provider then puts forward a number of planning proposals through site investigation, research on the data of site, analysis of problems, objectives and strategies to consult opinions from relevant stakeholders such as governmental departments, professionals, general public and the entrepreneurs. Through supplementary investigation, modification, improvement and further consultation, a final planning proposal would be formulated and submitted to the responsible Governmental Authorities. The final planning products include written documents, relevant drawings and maps.

Planning Implementation

A city government would promulgate the city master plan after it is approved. The development projects set out in the city shall follow the suggestions in the City Master Plan, and implemented according to the development phases defined in the Plan.
The Planning Area usually refers to a city¡¯s built-up area, and towns and villages within its territory. It may also include future development areas that require necessary planning control. During the preparation of the City Master Plan, the city¡¯s government authorities should define the specific boundary of the Planning Area. There are four kinds of designated zones in City Master Plan, i.e. suitable zone, restricted zone and prohibited zone for future construction as well as constructed zone. The usage of each piece of land will be defined in the City Master Plan. Land use and development within the Planning Area must be consistent to the Plan and follow relevant management requirements. In addition, an Immediate Constructional Plan should also be prepared to guide the first-phase development.
In terms of managing individual land lots, Site Selection Note, Land-use Planning Permit and Construction-project Planning Permit are basic administrative instruments used by the local Planning Bureaus.In addition, projects development must follow relevant management requirements given by the detailed Plan in each land.

Monitoring and Supervision

The People¡¯s Congress, the upper-tier administrative authorities and general public have the right to monitor and supervise the plans.
TThe local governments especially local planning bureau are responsible for supervising all development projects to ensure their consistency to the City Master Plan. When a development project is completed, the local planning bureau shall be presented at the Project Acceptance Test. Within 6 months after passing the test, the developer shall submit the project completion documents to the local planning bureau.
The local planning bureau is also responsible for inspecting and rectifying unauthorized development including unauthorized land use, buildings and other construction works.
