The Ministry of Science and Technology and 12 other departments issued a document to accelerate the construction of the Beijing International Science and Technology Innovation Center

Beijing, May 17 (Xinhua) -- Recently, the Ministry of Science and Technology and 12 other departments have formulated the "Work Plan for Speeding up the Construction of Beijing International Science and Technology Innovation Center by Deeply Implementing the Spirit of General Secretary Xi Jinping's Important Instruction" and officially released it on May 17.

The programme points out that, around the goal of basically forming Beijing's international science and technology innovation centre by 2025, the capital's advantages in education, science and technology and talents will be brought into play. Adhering to the principle of "Four Orientations", the programme aims to accelerate the achievement of high-level scientific and technological self-reliance and self-improvement, supporting high-quality development as the main line, and deepening reform as the driving force. In this way, Beijing will be promoted as the world's leading scientific centre and a highland of innovation, and will strongly support the construction of a strong science and technology nation and Chinese modernization.

The programme specifies the development goals for accelerating the construction of Beijing's international science and technology innovation centre as follows: by 2025, Beijing's international science and technology innovation centre will be basically formed, becoming the world's scientific frontier and the source of technological innovation in emerging industries, and the convergence of global innovation elements.

Some of the specific targets include: innovation consortia led by leading science and technology enterprises to effectively solve a series of key core technology problems and initially achieve a high level of scientific and technological self-reliance and self-improvement. The proportion of society-wide expenditure on research and development to regional GDP is maintained at around 6%, and the proportion of basic research expenditure to R&D expenditure reaches around 17%. The number of R&D personnel per 10,000 employed persons reached about 260. The added value of high-tech industries will exceed 1.2 trillion yuan in that year, the average annual growth rate of the added value of the digital economy will be maintained at around 7.5%, the turnover of technology contracts will exceed 800 billion yuan, and the total revenue of enterprises in ZhongGuanCun National Independent Innovation Demonstration Zone will be the leading in China.

In addition, the programme also specifies the main tasks for accelerating the construction of Beijing's international science and technology innovation centre: first, building and strengthening strategic science and technology forces, and effectively serve the major strategic needs of the country. Second, deepening original and leading scientific and technological research and accelerate the achievement of high-level scientific and technological self-reliance and self-improvement. Third, accelerating the construction of world-leading science and technology parks to create a strategic support for high-quality development. Fourth, strengthening the support of education, science and technology and talents to build a high-level talent highland. Fifth, promoting the reform of the science and technology system to form a basic system to support comprehensive innovation. Sixth, deepening openness, exchange and cooperation to create an internationally competitive innovation ecology.
