Recently, the Ministry of Transport and the People's Government of Shandong Province jointly issued the "Implementation Opinions on Accelerating the Shandong Demonstration Zone for the Building of Strength in Transportation System" (hereinafter referred to as "Opinions") to accelerate the building of Shandong Demonstration Zone to develop strength in the country's transportation system.
The officer in charge of the Ministry of Transport said that the Shandong Demonstration Zone is the first provincial demonstration zone for the development of strength in the country's transportation system, the development of a strong demonstration zone will be the overall goal of the Shandong Demonstration Zone, with an emphasis on the transportation system integration, innovation-driven and quality benefits, focus on strengthening transport connectivity, accelerating the transformation of the old and new dynamics of transport, and all-round transformation to promote high-quality development of transport, accelerate the construction of a modern integrated transport system.
The officer said that through the exemplary construction of the demonstration area, on the one hand, for Shandong to achieve as a good pioneer, to provide solid and strong transport leadership, support and protection; on the other hand, to promote the improvement of the major framework of the national comprehensive transport network, to build a comprehensive transport channel that connects Japan and South Korea on the East and Eurasia on the west, and the transportation corridor that links Beijing-Tianjin-Hebei on the north and Yangtze River Delta on the south. Accelerate the transformation into a smart, green and integrated transportation system, comprehensively enhance the "soft power" of transportation culture, create achievements, experience and demonstration for accelerating the development of a strong transportation system of the country, and create achievements, experience and demonstration for transportation to be the pioneer of China's modernization.
The reporter went through the Opinions and found that the Opinions mainly include three parts: development objectives, main tasks and safeguard measures. Based on the implementation of the "Outline for the Development of a Country Strong in Transportation" and the deployment requirements of the "Outline for the Planning of a National Comprehensive Transportation Network", the Opinions studied and put forward the development objectives.
The Opinions propose that by 2025, the layout of comprehensive transportation network in Shandong will be further optimized, transport service capacity will be significantly improved, urban and rural regional transportation will be further coordinated, open transportation network will be more complete, the total number of production and safety accidents and casualties in transportation will be continuously reduced, new technologies, new infrastructure, new business models and new regulations in transportation will be innovated and developed, ecological preservation and high-quality development will take solid steps, and form a number of typical experiences and advanced achievements in accelerating the development of strength in the country's transportation system. By 2035, the quality and efficiency of transport in Shandong will be significantly improved, a modern and high-quality comprehensive transportation network will generally be built, digital, green and humanistic development will reach new levels, the level of transport safety production will remain at the forefront in China, a higher level of dynamic balance will be achieved between transport demand pulling supply and supply creating demand, and a model area of Shandong will be basically built as a demonstration for the country's strong transportation system development.
The Opinions set out the main tasks in three major areas: strengthening connectivity, innovation-driven and transformational development.
First, strengthen the interconnection, take new steps in high-quality protection of economic circulation. Continue to optimize the layout of the comprehensive transportation network, strengthen the interconnection with the transportation infrastructure network in the Beijing-Tianjin-Hebei region, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area, the Yangtze River Delta region, and other regions in the Yellow River Basin, and promote the framework of the national comprehensive transportation network at a high level in the construction of the Shandong section, implement a number of comprehensive transportation hubs and postal express hub projects, to promote the integration of transportation in the economic circle of the provincial capital, as well as the economic circles of Jiaodong and South Shandong. Improve the efficiency of passenger and cargo transportation, build a interconnected passenger transportation system, implement a multimodal transportation demonstration project, expand the logistics functions of inland waterless ports in Jinan, Zibo, Jining, Linyi and Zaozhuang, and make every effort to ensure the stable and smooth flow of the logistics supply chain. Promote the coordinated development of urban and rural transport, comprehensively promote the construction of high quality rural road system, take the lead in building a national leading high standard rural mail logistics system, further implement the priority development strategy of urban public transport, and promote the creation of urban and rural transport integration demonstration. Effectively strengthen international transport connection, accelerate the development of land and sea transport between China, Japan and South Korea, coordinate and promote the expansion of Central Asian and China-European trains, improve the layout of international shipping routes, open or expand international all-cargo air routes, and accelerate the construction of international shipping capacity. Accelerate the formation of a unified and open transport market, improve and perfect unified transport rules, systems and standards, build a new regulatory system, and standardize the development of new transport modes and business models.
Second, strengthen the innovation-driven development, and support the transformation of dynamics to shape new advantages at a high standard. Strengthen the research and development of new transport technologies, carry out major scientific and technological research and development, and strengthen the research and development of key equipment and key technologies in the fields of transport integration, intelligent construction and long-life pavement. Promote new infrastructure in the transport sector, actively develop digital transport, and strengthen the construction of smart highways, smart ports, smart railways, smart civil aviation, smart postal services and smart urban rail transport. Strengthen the sharing and interconnection of comprehensive transportation information resources. Foster new forms of integration between transport and related industries, promote the integration of transport with postal express, modern logistics, tourism and equipment manufacturing, and actively develop the channel economy and hub economy. Explore new regulations for integrated transport systems, establish and improve mechanisms for coordinated development of integrated transport, deepen reform of integrated transport law enforcement, explore innovative institutional mechanisms for the construction, management, maintenance and transport of local high-speed railways, and promote reforms in key areas such as differential highway tolls and low-altitude airspace management.
Third, strengthen the transformation and development, and write a new chapter of watershed protection and development at a high level. Promote the restructuring of transportation, collaborate to promote the development of demonstration zones for the restructuring of transportation in Beijing-Tianjin-Hebei and surrounding areas, promote the "from road to rail" and "from road to water" transportation of bulk cargo and medium- and long-distance cargo, and optimize the "door-to-door" logistics service network. Build a public transport service system that adapts to the characteristics of the city. Promote the green and low-carbon transformation of transportation system, implement the requirements of emission peak and carbon neutrality targets, promote the demonstration construction of "near-zero carbon" motorway service areas and toll stations, accelerate the transformation of railway electrification, support the construction of "China's hydrogen port" at Qingdao Port, and accelerate the promotion and application of energy-efficient and low-emission transport equipment, new energy and clean energy means of transport, and strengthen the real-time dynamic supervision of inland waterway vessels to prevent pollution. Build a safe transportation system at a higher level, and to construct a transport safety system that is innovative, systematic, advanced, and long-term applicable. Promote the Yellow River culture and build the Qi-Lu transport culture, serve the construction of the Yellow River National Cultural Park, explore the development of the Yellow River culture and Qi-Lu culture transport corridor, and promote the construction of modern comprehensive transport experience exhibition hall.
In addition, the Opinions put forward requirements for the guarantee of the construction of the demonstration zone in three aspects: adhering to the leadership of the Party, ensuring the guarantee of talents and enhancing the implementation and management. The Ministry of Transport will provide active support and strengthen supervision and guidance in the areas of planning, major policy formulation, project arrangement and reformation and pilot projects. The Shandong Provincial Department of Transport will effectively assume the main responsibility, fully mobilize the strength of all stakeholders, implement the objectives and tasks, and play a good role as a demonstration for other regions.
The officer in charge of the Shandong Provincial Department of Transport said that accelerating the development of the Shandong Demonstration Zone for building a strong countrywide transportation system is an important milestone and a major opportunity in history for the development of Shandong's transportation industry. Shandong transportation system will effectively undertake the main responsibility for the development of the demonstration zone, accelerate the draft of construction programs, build evaluation indicator systems, strengthen the organization and implementation, carry out demonstration pilots, focus on systemic advancement, and strive to build a pioneering area for the new development pattern of transport services, a leading area for innovation-driven transportation development, a model area for ecological protection and high-quality development of the Yellow River Basin, and a proper response to the country's development of a strong transportation system.
