Inner Mongolia Autonomous Region Creates Law to Strengthen the Construction of Important Ecological Security Barrier in Northern China

HOHHOT, Aug. 1 (Xinhua) -- (Reporter Hou Weiyi). The reporter learned from the Standing Committee of the National People's Congress of the Inner Mongolia Autonomous Region that the fifth meeting of the Standing Committee in the 14th National People's Congress of the Inner Mongolia Autonomous Region deliberated and passed the "Regulations on Promoting the Construction of an Important Ecological Security Barrier in the Northern Part of China in the Inner Mongolia Autonomous Region" on July 31, aiming at the continuous strengthening of ecological environmental protection through involving the provisions of the law.

In strengthening grassland ecological protection, the regulations clearly require that the grassland within the red line of ecological protection should be strictly protected, prohibit arbitrary change of the use of grassland within the red line of ecological protection, and prohibit the planning of coal and other mineral resources development projects in the grassland within the red line of ecological protection.

The people's governments at or above the county level shall, according to the monitoring results of the grassland production capacity in the area under their jurisdiction and the appropriate livestock-carrying capacity of different types of grasslands published by the autonomous regions. Combined with the local actual situation, the specific suitable livestock carrying capacity and the scope and time limit of grazing ban and grazing rest shall be approved and announced in accordance with the law in the administrative area.

In the watershed and wetland protection, the regulations provide that the people's governments at or above the county level and their relevant departments should continue to carry out ecological management of the watershed. In the important water source areas, we should mainly build water-fed forest and grass vegetation, and continue to promote the Hulun Lake, Daihai, Wuliangsuhai, Black River, Chahan Nur and other places in the watershed ecological integrated management, also improve the ecological environment of the watershed.

In addition, in the area of land desertification prevention and control, the regulations also require that land desertification prevention and control should be carried out in key areas of large-scale sand prevention and control, resolutely fight the battle in the upper reaches of the Yellow River, the two major sand eradication battles of horqin and hunshandak, cooperate with the fight in the Hexi Corridor-Taklamakan Desert Edge Blocking Battle, and comprehensively improve the quality and stability of desert ecosystems.

"The regulations not only refine the financial input guarantee mechanism and the  financing investment system in the ecological field, clarify the target responsibility system centred on ecological environmental protection and the green GDP appraisal system, but also implement a lifelong accountability system for responsibility of ecological and environmental damages and a compensation mechanism for ecological protection in key areas. A scientific and effective ecological and environmental risk prevention system and emergency response mechanism for environmental emergencies have been established."
