4. Improving Quality Action of Fitness Facilities.

4.1 Create a sports ecosystem in communities.

Accelerate the construction of various sports parks. Promote the construction of the national trail system, explore the construction of national trail demonstration projects or demonstration areas in about 20 provinces across the nation, and particularly, promote the construction of the Grand Canal National Trail. Encourage and guide the construction or redevelopment of several outdoor sports facilities to meet the needs of the masses and improve emergency rescue support facilities.


4.2 Improve the efficiency of community-level public fitness facilities.

Carry out a comprehensive survey of the status of community-level public fitness facilities in urban and rural areas. Strengthen the maintenance, renovation, and renewal of old and damaged public fitness facilities. Promote the repair, renovation, or renewal of national fitness equipment in public places. Support 160 key counties for receiving assistance for rural revitalization and eligible areas in Tibet autonomous region and Xinjiang Uygur autonomous region to further improve fitness facilities.


4.3 Advance the construction of smart fitness facilities.

Promote the use of new-generation information technologies such as 5G, and promote the construction of smart outdoor fitness equipment in over 2,000 county-level administrative regions across the country by the end of 2025. And promote the digital upgrade and transformation of about 3,000 public sports venues by the end of 2025. Focus on guiding and supporting the construction of smart fitness centers and prefabricated community smart fitness rooms in qualified large and medium-sized cities.


4.4 Increase the number of all-weather fitness facilities.

Promote the construction of staff gyms (fitness stations) and public fitness rooms. Encourage qualified outdoor open-air fitness venues to install retractable canopies. Actively deliver the "Lighting Project" for community fitness facilities at night. Encourage and support areas with special climates and geographical features such as alpine and cold regions to increase the supply of fitness facilities to meet the needs of local people.


5. Optimizing Services Action of Fitness Facilities.

5.1 Promote the opening of public sports venues to improve quality and efficiency.

Promote the pilot experience and practice of comprehensive use of public sports venues. Improve the level of free or low-charge services of 3,000 public sports venues affiliated with sports departments. Supervise and guide public sports venues to fully implement the Basic Public Service Standards for Public Sports Venues and prepare Evaluation Standards for Public Sports Facility Service. And encourage public sports venues to be equipped with automatic external defibrillators (AED) and other equipment and facilities.


5.2 Facilitate opening-up of public sports facilities.

Speed up the opening of sports facilities in training centers, bases, and sports schools as well as the sharing of sports rehabilitation and other services to the public, and reach about 200 sports schools of all levels that will share sports facilities and related services to the public by 2025. And support qualified regions to explore various ways to carry out pilot projects of opening sports venues and facilities of government agencies, schools, enterprises, and institutions to the public.


5.3 Promote the construction of smart public sports facilities.

Upgrade the national fitness information service platform, establish and improve the electronic archives of public fitness facilities at three levels of the county (city, district), township (subdistrict), and administrative village (community). All regions should include the opening service information of various public sports facilities in the national fitness information service platform before 2025. Enterprises are encouraged to develop APPs and Mini Programs for national fitness venues to inquire about or reserve venues online, register for competition events, etc.


6. Increasing Efficiency Action of Fitness Facilities. 

6.1 Deeply promote open and integrated development.

Give full play to the multiple values and functions of fitness facilities to promote economic and social development. Rely on qualified public sports venues to build "new era cultural practice centers (institutes, stations)". Explore the implementation of personal exercise QR codes and scientific exercise points in public sports venues. And the fitness facilities will become the “Five Functions Sports Bases” with service, organization, events, guidance, and promotion.


6.2 Enhance the utilization rate of fitness facilities.

Provide convenience for social sports instructors and national fitness non-governmental organizations to carry out all kinds of activities based on various fitness facilities. In principle, a single public sports venue should undertake no less than 1,000 person-times of non-profit sports training services such as sports skills and scientific fitness activity annually, and no less than 4 non-profit sports events such as community games. There should also be no less than 4 public welfare lectures, exhibitions, and cultural events, and the national fitness volunteer service activities should be no less than 4 times.
