China Released a White Paper Titled titled "The Belt and Road Initiative: A Key Pillar of the Global Community of Shared Future"

On the occasion of the tenth anniversary of the Belt and Road Initiative, the State Council Information Office of the People’s Republic of China released a White Paper titled "The Belt and Road Initiative: A Key Pillar of the Global Community of Shared Future" on October 10^th, 2023, which reviewed and previewed the landmark Belt and Road Initiative. Over the past decade, BRI cooperation "has delivered real gains to participating countries," said the White Paper. The Chinese government published this white paper to present the achievements of the BRI during the past 10 years, give the international community a better understanding of the value of the initiative, facilitate high-quality cooperation under it, and ultimately deliver benefits to more countries and peoples.

The White Paper points out that in March 2013, President Xi Jinping proposed the concept of building the Global Community of Shared Future. In September and October of the same year, he subsequently proposed the co-construction of the "Silk Road Economic Belt" and the "21st-Century Maritime Silk Road." The Belt and Road Initiative creatively inherits and promotes the achievements of ancient Silk Road, a significant development in human history and civilization. It imbues this concept with a new contemporary spirit and humanistic significance, thereby providing a practical platform for building the Global Community of Shared Future.

The White Paper states that over the past decade, with the joint efforts of all parties, the Belt and Road Initiative has transitioned from a Chinese proposal to international practice, from a concept to action, from a vision to reality. It has evolved from a broad-brush "outline" to detailed "fine brushwork." This initiative has achieved substantial and substantial results, becoming a highly acclaimed international public good and a platform for international cooperation.

The White Paper indicates that over the past decade, the Belt and Road Initiative has not only brought tangible benefits to the countries involved but has also made a positive contribution to promoting the healthy development of economic globalization, addressing global development challenges, and improving the global governance system. It has opened up a new path for humanity to achieve modernization collectively and has facilitated the realization of the Global Community of Shared Future.

The White Paper highlights that as a long-term, transnational, and systematic global initiative, the Belt and Road Initiative's first decade is just the prologue. Starting from a new historical point, the Belt and Road Initiative will be even more innovative and dynamic, more open and inclusive, opening new windows of opportunity for China and the world.

The White Paper emphasizes that looking towards the future, the Belt and Road Initiative will still encounter certain difficulties. However, as long as all parties work together with determination and perseverance, they can overcome various risks and challenges, achieving a higher quality of consultation, construction, and shared benefits. This will make the Belt and Road Initiative increasingly prosperous and far-reaching.

The White Paper, with approximately 28,000 words, consists of five main sections in its main text, which are: (1) Originating from China and Belonging to the World; (2) Paving the Way for Common Development and Prosperity; (3) Promoting Comprehensive Connectivity across Multiple Fields; (4) Injecting Positive Energy into World Peace and Development; (5) Advancing High-Quality Belt and Road Cooperation for Steady and Far-Reaching Progress.
